Tony Hawk confirms THPS3+4 was in development by Vicarious Visions before they were merged into Blizzard.

But were later closed by Activision and merged with Blizzard. Activision later were looking for other studios but didn't trust any of them to provide the quality that VV did. Even after hearing different pitches for TH games nothing came of it. Utterly heartbreaking news for fans of the Tony Hawk games, Vicarious Visions created one of the only well received games in the franchise in over 15 years, plus one of the best remakes for a game that we've seen recently.
